Keihn Carb Question

So Im attempting the ziptie mod and realizing how little i understand about the carb itself (in that area). Where I'm ziptying there is a screw which can be adjusted to set the "throttle lever" (i guess) more forward or back. how do I besgt possition this screw? should i have maximum movement of that throtttle lever? meaning lengthening the screw so that it can be pushed far back and still far forward? when i opened it up the screw was about half way. Please if im not making sense let me know I'll redescribe what im looking at. Thanks in advance.
