I recently put a +4 swingarm on my bike, and was wondering about setting up the shock for the additional leverage of the swingarm. I currently have an old TCS rear shock on the quad that is due for a rebuild, so I am just going to get it revalved at the same time. The question I have is should I be changing the spring on the shock also, or is the revalve going to pb enough?

Usually you would need a stiffer spring to get it setup perfectly with a +4. Go over the details with your shock builder, they should know.
