06 YFZ450 Nuetral relay test?

Have an 06 YFZ 450 come in for a carb issue and lost key, replaced switch and new battery. Not getting any starter contact. Jump the solenoid and it starts. Starter button test good, same for neutral switch and clutch switch, along with kill switch. Throttle TPS shows open at idle and low resistance at WFO, the carb sensor showed low resistance at idle and open at WFO.
With key on the neutral light is on and the red temp light comes on when I hit the button.
At the relay I get 12.6V on all 3 wires but when I hit the stater button the Blue wire drops off.
The neutral relay does click when keyed up.have 12.5 V on the red wire and Yl/ with bk tracer. The blue wire and Bk/yellow tracer show open and no voltage.
Can I test the Neutral relay and what is the blu wire on the starter relay doing is it supposed to ground when I hit the button?

Finally got it bad starter relay and new one had a broken fuse! Also new neutral relay must be wrong, changed it back to stock.
