What part of the Carb won't pass gas (lol)?

I'd check the hose from the tank to carb, check that the floats are working, and that you can blow through the pilot and main jets. If all those are clean, the carb’s body should probably be run through a parts washer… there fixed jets in the carb.

I am surprised your gas would go bad after just one month. But turning off the gas and draining the floats is never a bad idea when putting the quad away. You never know how long you may be away from it.

One month isn't alot. It's possible though, just not likely. Anyway, a can of carb-cleaner to squirt off the majority of crudd and then use an airhose to blow out the nooks & crannies. It sounds like you may have a piece of dirt lodged in it somewhere possibly from your disassembly. In the future, if it's going to sit for a while and you forget to shut off the gas, grab a handle bar and aggressively shake the machine side to side to shake up the gas inside. That's a handy trick if your bike sits for a while. :rock
